Heather Ricard is the new director of Risk Management Services at the Municipal Association of South Carolina. Formerly CFO and assistant director for Risk Management Services, Ricard joined the Association in 2005 directing the financial accounting and reporting functions for the SC Municipal Insurance Trust, SC Municipal Insurance and Risk Financing Fund, SC Local Government Assurance Group and SC Other Retirement Benefits Employer Trust.
In her new role, Ricard will oversee the Association's Risk Management Services division that includes two primary programs. The SC Municipal Insurance Risk Financing Fund provides all lines of property and casualty coverage including tort liability and automobile coverage for its member municipalities. The SC Municipal Insurance Trust provides self-funded workers" compensation protection for municipal employees.
Ricard will continue to manage the SC Other Retirement Benefits Employer Trust, a GASB 45-compliant trust to pre-fund future retirement obligations.
Before joining the Association, Ricard was accounting supervisor with the City of Vacaville, California, and worked with the city for more than eight years. She is a CPA and graduate of the University of South Carolina. She also received her master's degree in business administration from California State University.
Ricard is a member of the SC Association of CPAs and serves on the board of the National League of Cities" Mutual Insurance Company and the SC Self Insurer's Association.
