Columbia, SC "The South Carolina Community Development Association awarded Mayor Ann Taylor of the Town of Heath Springs with the Hettie Rickett Leadership Award. Mayor Taylor has been mayor of Heath Springs since 1990.

Mayor Taylor has pursued grants and other funds to upgrade the town's water and sewer systems and completed several highway enhancement grants to improve Main Street and the entrances to town. Mayor Taylor was instrumental in securing a grant to construct a senior citizens center for the town and securing funds to create an industrial park.
Retired from many years at Leroy Springs and Company, Mayor Taylor gives her time and talents to the town and numerous other causes. She is one of the main organizers of the annual Independence Day parade and celebration and the annual Santa Train in December. Mayor Taylor has been on the Catawba Regional Council of Governments" Board since 1983 and has served on the COG Executive Committee and several committees throughout her tenure. She is also very involved with the SC Association of Regional Councils and serves on the Lancaster County Economic Development Corporation Board.
The award is named for Ms. Hettie Rickett, a citizen who worked to get water service to her hometown of Cassatt in Kershaw County to improve the community's quality of life. Ms. Rickett got involved with the Cassatt water district in 1972, at a time when water service was unavailable in her rural corner of the state. The Hettie Rickett Leadership Award recognizes those continuing qualities that are embodied in a leader in community development.
The SC Community Development Association provides a forum for learning about the community development process. Its members include municipal, county, regional and state community development professionals; employees of private companies with an interest in community development; elected officials and volunteers.
